He is there to add some drama and suspense at the beginning of the game. I think he is a correct addition to the plot, since hardly someone is "super important", but most of the games/books/movies fall into this trap. He seems to be important at a limited context, but then we see that he is nothing else, just the principal of an academy, with power and relevance only in subjects linked to the academy.
A person only sees and hears what he wants to see and hear and disregards the rest.
