If Rune levelled up any faster, or had equivalent HP to the other characters, it would probably make him too strong and the game too easy! Not only does he have a remarkable repertoire (Legeon, Efess, etc), but his unmatched Mental stat (the highest of all nine characters) makes his spells incredibly powerful, even at middle levels. Have you ever compared one of his attack spells/ techniques to, say, Kyra’s, at the same level? If you pick something that doesn’t require Dexterity (like NaFoi or Flaeli), the difference in damage is quite significant.
The problem, as you point out, is that many of his other stats, and particularly his HP, lag way behind. He has some innate magic defence, but his physical defence is pitiful. Consider it a natural compensation. The way to get round it, as you’ve no doubt already noticed, is to give him shields. If necessary, give him two shields during a Boss battle, because you can’t afford to lose him It’s just a shame that he can’t equip the more powerful shields in the game.
Oh, and if you haven't done so already, place Rune right at the back of your party, so that he's less likely to get hit. The only character I'd even consider putting behind Rune is Raja (who has a similar profile, with a soaring Mental score but low HP).
