New word to me. Anyone else ever hear of it before?

Yup. It's the verb used for using electronic (e) cigarettes. It's a growing trend and alternative to conventional tobacco products, and there's debate about possible benefits of helping smokers quit, but may also carry their own health and safety issues. I wrote a few papers for a class about these in spring.

Say, what? Why a "happy crying face"? I would have thought just a happy face would have made it instead?

Oxford Dictionary chose the smiley symbol, or emoji referred to as "Face With Tears Of Joy" as their 2015 word of the year.
