The eccentric scientist with the wild hair is Dr. Luveno, an expert designer of interplanetary spacecraft. Once Lassic decided to ban public transport services between the planets of Algo, Luveno was imprisoned to prevent the creation of vehicles outside of government control. Alis and her friends have need of that very type of service, however. They rescue the good doctor from prison, but must deal with his many requests to find people who are vital to the creation and operation of Luveno's latest masterpiece.

In Phantasy Star - Deluxe Edition, Luveno's design has changed quite a bit. His color scheme is much more subdued than before, giving him a more professional appearance. He also has a smile, instead of a grumpy, angry frown.
