Fleeing from the approaching destruction of their home, a group of refugees arrive at the planet Ragol aboard the spaceship Pioneer 2. Just as they open communications with the Central Dome, a structure built by settlers arriving seven years previously on Pioneer 1, a massive explosion shakes Ragol. What happened? Where are the settlers? Why are communications with search parties lost? These are the mysteries that the Hunters of Pioneer 2 must solve in Phantasy Star Online.

Phantasy Star Online was originally released for Sega Dreamcast. Following the success of the game, Sega began to release expansions. Each expansion included the content from the previous iterations, downloadable content added to previous versions after their release, and new content created for that expansion. The original version is referred to as Episode I in the expansions. Phantasy Star Online ver. 2, or Episode II, was the first expansion and later ported as Episode I & II and Episode I & II Plus, with more content added in each port. The final expansion is Blue Burst, or Episode IV.
Phantasy Star Online Episode III: C.A.R.D. Revolution was a spin off game with a different format, rather than a expansion based on previous Episodes.
As indicated by the title, Phantasy Star Online's game design focuses around online play. Most versions of the game include both online and offline play modes. Phantasy Star Online Blue Burst, the final version of the title, could be played only online.
Online gameplay requires the ability to connect to an internet server capable of hosting Phantasy Star Online However, all official servers, except those for Phantasy Star Online Blue Burst in Japan, have been closed. Fan operated servers exist and can be accessed by all versions with some tweaking to the game.
