This is the best view given of Seed in Phantasy Star IV. Seed is an advanced artificial intelligence housed in these computer banks. He was created by the lost Palman civilization shown in Phantasy Star II, before that civilization fell into a rapid decline following the events of that game. Due to technical and budget limitations, nearly all the computer systems shown in Phantasy Star IV look very similar to this display. Seed is the only non-mobile A.I. to get a cutscene like this, however. The Bio-plant, one of the few remaining complexes from Motavia's glory days, is operated and controlled by Seed. Or at least, it was until Zio came along and seized that control, leaving Seed almost helpless.
