The outbreak of biomonsters on Motavia lead to a rise in the number of Hunters - mercenaries that usually protect people from such dangers. Some Hunters succumb to the temptations of power and greed, however. When they begin to use their skills to harm people, the Guardians are called in. Anna here is one of these counter-hunters, a woman who hunts evil Hunters.

Phantasy Star II introduced many new features to the Phantasy Star series that became staple features in most of the following games. One of these was the concept of static character portraits in the status screen. For the case of this game, these portraits are available at Rolf's home in Paseo and accompany short background texts about each character.
