It comes from a letter the listed fan decorated when sending correspondence to the magazine. In years past, magazines would often receive many envelopes and letters embellished by fans who wanted to display their talents. The editors would select a few to publish in every issue. In this particular instance, it was a lucky Phantasy Star II fan.
