I voted for Sari. She's a super-powerful, no-nonsense knife-wielding warrior woman. Her backstory is pretty cool and (this probably shouldn't matter, but still) I love reading fanfics about her. You go girl!

Shir. Too bad a pair of Laser Knives is the best you can get for her - I have no idea what they were thinking with the Laconian Dagger stats...

Sari. I'll reiterate that it's not fair to judge on advances in stats between the games, but Sari still gets my vote for overall usefulness. Shir's super power is stealing and is less useful in battle compared to other characters. Sari's super power is being a human tank and wielding those knives with force and speed. Plus, she's just cool.
