It doesn't; the "hosted here" requirement is for artwork (that is to say, images) only. I lack facilities to host music or videos, so that restriction can't be applied to Best Other Fan Work. Any music or video that has been posted here, either embedded or just linked, in the dates qualifies for that award.

I'm always open to suggestions. These are the Community Awards after all, so community input is welcome.
Thanks for your suggestions, SS1.
1) Best or Favorite Quiz?
(9) For creating or solving the most Quizzes, or having the best Quiz score, since last year's Muskies?
I considered Best New Quiz briefly. I skipped on it because there haven't been any quizzes created since October 2010 and the cut off date for this year is in March 2011. But now that you brought it up, I realize there were no quiz award categories in previous years. So, I suppose we could waive the date requirements this time and consider all quizzes.
On taking quizzes: Unfortunately the time one takes a quiz is not recorded by the current software, so I can't tell who took a quiz this week or two years ago. But again, no previous category so we can waive the dates. I can improve date recording so the same problem doesn't arise next year.
Taking the most quizzes we can do, but I reserve the right to cancel it if a lot of people go and take every quiz. I am not handing out a 20 way tie.
Best Quiz Score seems a bit too subjective at the moment. I'm thinking it should look at one's performance rather than taking nominations, but there are many ways to interpret the performance stats to determine what is Best. 100% on a quiz with the most questions (a current 5 way tie, so I think No)? Highest percentage of correct answers doesn't strike me as a balanced criteria. Most correct answers overall would be an option, but should the incorrect amount have a balancing action? I'm not opposed to the idea, but I need a more clear definition of what should be considered Best in this case. Anyone have any other thoughts on how to determine Best Quiz Score?
(2) Best or Favorite new forum game (in the forum games section) submitted since the Muskies held last year? The Award already mentioned above seems to cover all the previous years.
It doesn't cover all previous years. The eligibility dates apply to all categories unless otherwise specified.
(3) Best or Favorite Member Name Color?
(6) For making the most Fan Fiction reviews since last year's Muskie's Awards.
(7) For making the most Artwork Reviews since last year's Muskie's Awards.
(10) For making the most Image Of The Day reviews since last year's Muskies?
I have to say no on these ideas. Name colors are chosen from a limited and predefined list, so that is not appropriate for an award. The most review ones are good ideas, but I can't currently see a way to realistically count those. Not every post in a review thread is a review (e.g., author replies to reviews) and those should not count. Manually counting a year's worth of posts is
not going to happen. But I'll think on these some more; if I can craft a solution for the counting problem, these awards may go forward.
(4) For finding the most achievements acquired since last year's Muskie's Awards?
(5) For making the most posts since last year's Muskie's Awards?
Now these are easily quantified, so we can do them. I think "most posts" may need to exclude forum game posts, however.
(8) For making the most posts in the Shoutbox since last year's Muskies', or private chat (if we still have that)?
Unfortunately, there is no record of exact numbers of shoutbox posts per individual.
I can determine the number of currently existing shouts per individual, but I cannot be certain that reflects the total over the past year. I have occasionally trimmed some older, non-discussion related shouts (stuff like "hi personx!", "bye!", or "see you later") to cut down the database size. I am hesitant to issue an award under those circumstances.
