As any fan of roleplaying video games can tell you, in most of them it is very important to gather information as one explores the fictional world. This is especially true of Genesis era games, where talking to one specific person might be necessary to advance the plot. In this artwork, we can see Rhys, Lena and Lyle taking on this task. The helpful villager is probably providing a vital clue to the next part of their quest. Or, alternatively if this scene is set in Cille, just saying some random thing like how much she hates Orakians like Rhys and Lena.

Yes, it's eventualy a scene which takes place in a village in Aquatica, not far from Cille ! (but not in Cille as the female NPC with pink hair seems to be giving advices and infos with a "warm smile"
