It can, but doesn't have to always be dependent on the PD. I would say that Dark Force begins as dependent on the source of the manifestation. A very young DF, like the Saccubus before taking over the governer, might disappear if the seal was fixed.
But over time as a Dark Force grows in power, it may become able to sustain itself with relying on the original source. The one on the worldships had been there for a long, long time before being defeated. Like, 2000 or so years, right? He told the heroes, "Your sorrow, anger, and pain are my strength!" I take that to mean that he can draw strength from the people on the ship and their negative emotions without relying on the PD.
