Rykros is an interesting idea. I'm not sure what kind of monsters might be left there, but I could see someone from Algo wanting to go explore the planet and finding something nasty hidden on it.

That's not a good basis for dismissing PSIII. The Compendium's timeline gives PSIV the same treatment it gives PSIII. Some backstory events that happened around PSII are mentioned, but the game events are omitted entirely from the book's timeline. If one assumes "they just don't care" about PSIII because of that, the same would have to apply to PSIV.
Anyway, I don't think the team which made PSIV would like to pick up from PSIII to make PSV.
Maybe, but I wouldn't rule it out entirely. They considered basing PSIV on PSIII. Even though they eventually passed on the idea, it shows they considered PSIII seriously during the development process.
Of course, we probably wouldn't see the PSIV team working on PSV anyway.
A few key members might return, but the PSV team would probably consist of mostly new people.
