I'm of two minds about this. On the one hand, if the costumed folks are really strong arming tourists for money and that's against the law, something does need to be done. The article makes it sound like this is a dirty operation, though. One where someone is taking action without proper cause. I can see this turning into a potential lawsuit and long lasting protest action. Removing the costumed performers might even have a negative impact on the tourism trade there.

Why does the police force in this day and age focus on stupid things instead of stuff that's more important (eg robberies, murders, homicides, kidnapping, etc.)?

EDIT:I thought this article was recent, but then I read the original post said June, 2010.

This is important in it's own way, too. Suppose one of these actors tries to force a person to pay something and someone gets really upset. If someone is having a really bad day, it could turn into a violent confrontation and potentially a homicide.

Very good point there. But now I'm afraid to go cosplay at my next anime convention now, because I'm worried I'll get arrested by the cops on my way either to the con or on my way back from it.

I don't think you'll have much to worry about MrKite. The police are usually well informed about conventions and other occassions such as the Comic Cons, etc., that may possibly draw huge and diverse crowds, and they prepare for that type of situation.
