Found this little tibit online about which is the best Catwoman and best Catwoman Suit. This covers both the "Batman" tv show and the "Batman" and "Catwoman" big screen movies.

I haven't watched Berry's movie and I'm reserving judgement on the newest on for now. So I'll go with Newmar and her suit on this, though Meriwether is right up there too. Pfeiffer was alright also, but the gradual disintegration of her costume throughout Returns seemed sloppy. I don't even remember Kitt in role. I probably saw some of those episodes when I was a kid, but it's been 10 or 20 years at least now.

Phiffer was the best!

I haven't seen any besides her and Berry truthfully, so my choices are rather limited. But I like the home-made costume idea, rather than her having her own personal fashion show.

I liked the attitude of the catwoman in Returns as well. So much more assured than Berry's attempt.
