I've actually got a article on PSO2 for the Vita in a PlayStation Magazine somewhere. I think it actually said that you can use your character for both Vita and PC, I need to double check but I think it also said multiplayer will go up to 12 characters at a time, instead of 4 like it's predecessors.
That doesn't necessarily exclude the possibility of a release outside Japan. It just means a non-Japan release hasn't been announced yet. The source linked in that Kotaku article includes this in the PS Universe server closure announcement:
That suggests that PSO2 for other countries could still happen. From what I've read, there is a language selection option in the PC version's configuration settings. It apparently only has an option Japanese at the moment, but the presence of the option shows that Sega has already given some thought to translating the game.
I think any optimism for this game appearing outside of Japan should be cautious, given Sega's recent financial troubles. Until they actually come out and say it's going to be released, no one should expect that it will. But, Sega also hasn't actually officially said that the game will be Japan only, as far as I know.
It is in English. The game itself is Sega's first (and on a certain level I hope only) forray into a free game with optinal expenses. PSO2 Will be free to download and play, but free users will carry heavy restrictions: - No Check Room! - One character per account. - Unable to access certain event quests.
For those who opt to pay a monthly fee all of the above restrictions will be removed. There will be further expense options opened up to payed account players, though details on what those features will be are a bit sketchy at the moment.

Well, only took about twenty-four hours for the Vita version of PSO2 to sell out in Japan. Bunches of copies are already turning up on Yahoo Auctions with the in-game bonus code card removed, seems some people only wanted it for those exclusive code-required bonus items.
There's also a white Vita with PSO2 bundled being sold, which I'd not known about prior to game launch.
Sadly, car issues prevented me from pre-ordering a copy of PSO2 for Vita.
