Phantasy Star IV Pirate Versions: Zio Speaks

This close up of Zio appears during his entrance sequence. It was cropped down to create his speaking portrait as well. I'm not sure what he has in his hair on the right side. It could be an ear, but the coloration is odd unless it's mechanical.

I have to agree about Michael Jackson...and that makes Zio even scarier...
Last finished Pokémon game: Shield
Other games: Skyrim Special Edition (Switch), Spyro Reignited Trilogy (Switch & PS4), Okami (Switch & PS4)
Other gaming goals: completing a Living Pokedex (minus some event Pokes) and going through at least 1 game per generation
