This artwork depicts a typical city of Motavia, circa AW 1284. As dusk approaches, three moons can be seen rising in the sky above. A portion of the city is covered by a protective dome, seen in the distance. The hintbook included with the Genesis release of Phantasy Star II used this as a backdrop for the table of contents, though the picture was reversed there.
I think on of the "moons" is the sun (the other is Palma and the smallest Dezoris).
If not, the only possibility Ryucross, but it's usually invisible and the makers didn't knew it existed at that time.

I knew I forgot to mention something. You can't tell from this version, but they're definitely moons or planets and not the sun. The hintbook version is larger and more clear on this. All three have shadows like a moon would. I thought the lowest one was the sun at first too, until I looked at the hintbook.
Glad to clear it up, Darkil. I was surprised to find it was a reversal of the pic myself.
The moons could just be artistic license - what better way to make a scene look like another planet to add a couple of extras moons? I think there has to be at least one or two real moons in the system. Three does seem like a bit much for Motavia, though.
