Phantasy Star: Fringes of Algo

This scene is shown as a backdrop to some introductory story text. The text reveals that Phantasy Star IV begins in AW 2284 and the ranks of the Hunters have been increasing due to a rise in monster attacks. In the scene, Alys and Chaz look out across the desert sands at a city. The city is most closely resembles Piata, the location of the Academy and their next job. The geography of the scene contradicts other aspects of the game quite a bit. The positioning of the city and the duo raises questions about the accuracy of the world map.

I know at the beginning that they're going to Piata Academy but this scene could be one of two things..

One: Chaz and Alys are nearing Piata, as many people believe since thats where the main game starts. Although the mountains near the town and the whole scenary is just off.

Two: Chaz and Alys are on a cliff-like area looking at Zema and Birth Valley as they are heading towards Piata.

I thought of it possibly being a town other than Piata as well, but I don't think the town shown matches any of them. None of the other towns have a large, dome topped building in the rear like the town shown in the scene. This town is not an exact match for Piata, either though, so maybe it was created before the town designs were finalized.
