This drawing from Toyo Ozaki is an unusual piece for artwork based on a Japanese roleplaying game. Most game art focuses on the major, playable characters or antagonists. Instead, the spotlight goes to the colorful citizens of Phantasy Star III's many towns here. The nurse, shopkeepers, innkeeper, and priest are all present, with one of the typical town buildings in the background.

The purple-haired girl behind the "Rolf-like" shopkeeper looks like a nod to PSII

You might be right, tilinelson2. It looks like she doesn't have Nei-style ears, which is what I would expect of a purple haired girl as a PSII reference. Still, she's the only odd person here. The others all match up to the various portraits of NPCs. I think the only one of those not represented in this is the fortune teller.
