This fellow with the oddly proportioned arm is the head of Carsonville's local law enforcement. However, corruption runs rampant in the police department of this city. This man is no exception. He eagerly offers to sell fake credentials that allow access to the restricted areas of the nearby Baron Laboratory. The game describes the man as "surly-looking." That seems fitting.

Officer : ?
Commander : I ordered a Locusta sized fries with this! They also didn't give me my free shortcake!
Officer : Well sir, you cannot get fries or a shortcake from Baron Lab
Commander : Unacceptable! Next agent that walks in here I'll...
** walks in*
Commander : You there! You need access to Baron Lab? Granted! **Hands Agent fake credentials**Now get in there and get me my fries and shortcake!
Agent : Riiiiiight....
