Apparently, Sega is holding some kind of lottery to pick Alpha testers. These are the system requirements for testing the game (as ran through Google translate):

OS: Japanese version of Windows XP 32bit edition or Windows Vista / 7 32bit 64bit edition
CPU: Intel Core 2 Duo E6300 or higher
Memory: Windows XP: 1.5GB or more, Vista / 7:2 GB or more
HDD space: More than 8GB
Monitor Resolution: 1280 × 720 or higher
Graphics card: NVIDIA GeForce 7800GT or higher
Sound Card: DirectSound compatible board (DirectX 9.0c or higher)
DirectX: DirectX 9.0c or higher
Internet access: Broadband (ADSL, fiber, etc.)
