I think it's a case of overreaction and lack of sense on the part of the postal service. I can understand that they want to take animal attacks seriously and that a scratch from a cat could require treatment. They don't know the cat or what kind of diseases it may or may not be carrying, so they have to be treated just in case.

However, if you're putting your hand near or through a hole in the door and you cannot see the other side, you shouldn't be surprised if something is there and it grabs you. Seriously people, go into the unknown and the unknown'll get ya.
