This story is so sad.

I wish there was a way to help these poor animals. I know people need to be protected from danger, but still....it's just so sad....

It sounds like they need to come up with a way to prevent stray dogs from getting into these open air markets. If the dogs couldn't get to the food so easily, there might be smaller litters and fewer of them. They think there is a problem now, but unless they take care of the cause - access to that food - this is a cycle that will never end.
