Hmm... I'm guessing it indeed was intended for Dark Force II.

But it still raises the question: Why was it removed? Did they simply find it inadequate because DFII already had three attacks? There's so much questions. The game is over 23 years old, but some of it is still unexplored...

I wonder if it's possible to hack into the game and simply see what it looks like...

Questions will always be found within a lot of games and sure : in all the Phantasy Stars, there are a lot of questions indeed ! I have plenty and I'm sure that many people here have some too ! And that is great ! :)

Another interesting fact too:

Distortion is not unique to the third form of the Profound Darkness, as Dimension Worms can use it when Seals is used on them. I found this out by going through enemy stats on the PS4 editor.

This means Cancelling is the only true unique ability of the Profound Darkness, as all other abilities of all forms of the Profound Darkness are shared with other enemies.

Some other interesting stuff:

-While no enemies use it, Bindwa has stats in the enemy abilities list.

-After messing with the PSIV editor, I can confirm that giving some enemies abilities that they don’t have can work sometimes, but only if another pallete has the ability, for example, giving Crawlers “Thread” works fine, but sometimes, giving an enemy an ability that their palettes can use will cause some glitchiness. For example, giving any of the Radhin’s abilities to Juza will cause a small glitch, despite the fact they share pallettes.

-Rune learns Giwat before Gifoi, even though Giwat is a bit stronger (Giwat at level 18, Gifoi at level 19). I obviously didn’t “discover” this, but it’s still worth mentioning.

Just tested: Sa-Lews can use Bindwa without issue. Looks flawless, as if it was intended for him.
