You can be 8 levels lower than that and beat Zio without even needing to use Barrier. I never used it till like the 4th time I beat the game.

............. I reckon you're talking about my guide, cuz those levels and party order come straight from it... Anyways.. "If" you're talking about my guide.. the levels are based off of what you probably would be by the time you beat Gy-Laguiah - Reching Zio. Considering alot of people like to push it when going up the Ladea Tower.. (Some I've seen in the mid teens like 13-17) A safe level that wont cause the two bosses to pretty much 1-2 hit KO you is in the early-mid 20's.

Nah. That's still a bit too much grinding imo. I made a log of my party levels during each boss on two separate playthroughs (one normal, one purposely underleveled), and they came out like this.

Some people choose to over level though. You’ll find grinding in PS IV is good if it’s your first play through because your still familiarising yourself with everything and some of the bosses aren’t exactly a walk in the park. When you’ve beaten the game several times and know what to expect from a boss over levelling yourself of course isn’t necessary, and if this is from a guide it's just a person’s opinion on what level they think the party should be at. I must admit though when I usually fight Zio my characters are usually around Lv 18-22. It all just depends on the player’s preferences

Really, I'd say fight Zio around level 20 if necessary (my average is 18-21). But then, I guess I am not the type who likes to try to beat things at the lowest level possible. But, I do enjoy grinding to some extent and I like being overleveled, too. ^_^
