Hunter

Not all Hunters are heroes like Alys, Chaz, or Rudo. This man is the kind of Hunter that Anna, as a Guardian, would have been bringing to justice. In his quest to win a bounty placed on the head of Nei and Neifirst, he started a riot and a fire that killed Nei's adoptive parents. Poor Nei was forced to live as a vagrant until encountering this fiend again in Paseo. When she defeated him in combat, he suddenly gained the upper hand (one of those plot reversals that makes no sense, ya know?) and was ultimately defeated by Rolf's timely intervention. You can't see it in the picture, but supposedly he has a scar on his face.
