From reading the article, it seems this goes all the way back to 2003 and actions that were taken at that time and for several years following.

My state is not on the list so it does not affect me, however, some of our other members may live in states affected so I hope they see this and can possibly take part in the cash settlement if they choose to. Everyone can use some extra money these days.
