what was he doing for 3 generations, just sitting in a room, twiddling whatever kind of thumbs he has, watching showtunes or something for years until you finally arrive..

He was trapped by Orakio and Laya. When Gen 3 pulled Orakio's sword free he was released.

Yeah, DF was just sitting around, trapped at the bottom of the sea, until the third generation. Orakio and Laya did a great job of sealing off all the possible threats, including him. If Rhys hadn't gone after Maia, none of the bad stuff in the other two generations would have happened.

:D Wasn't DF influencing things even though he was sealed? Why were there so many monsters in a completely Orakian dome? (Landen)

It's hard to say. His people in Lashute say they needed Rhys to open up the domes so they could spread evil. So maybe, maybe not... Rulakir was still powered up even after 1,000 years, so...

Although weren't those Layan monsters in Landen more or less the Alisian wildlife? I mean chirpers, moos, etc. You don't see any of the more outlandish and/or humanoid monsters until you enter the Landen/Aquatica passageway.

I consider the rappies and moos, etc. Layan biomonster leftovers from the Devastation War, and the Alisian wildlife as being rather benign and non-hostile.
