I can't understand everything... But it doesn't mention the number 4 at all!
Ignoring the first "paragraph", I'd translate it like this (sorry my bad english):

The person (from far/ that always existed?)
hang yourself up in the sky
And (made?) bells of death (tolled?) (japanese has no plural)
And (made?) blueish purple torches (light?) (japanese has no plural)
And (made?!?!) an unceasing millenium ...
But, of course, I'm not a japanese expert
