When preparing to set out from a city, Rolf, Nei, and company often stocked up on supplies at item stores. This vendor kept a large stock of monomates and other useful materials that helped the heroes in their quest. Doesn't he also look a lot like Rolf with that blue hair and white headband?

Not really, the armor shop guy from Phantasy Star III looks a lot more like Rolf.
